MSC Malaysia e-Xpats Centre was established for the purpose of supporting:
- MSC Malaysia Bill of Guarantee No. 2 Allow unrestricted employment of local and foreign knowledge workers.
- MSC Malaysia Bill of Guarantee No. 4 Give the freedom to source capital globally for MSC Malaysia infrastructure, and the right to borrow funds globally.
- MSC Malaysia Bill of Guarantee No. 5 Provide competitive financial incentives, including no income tax for up to 10 years or an investment tax allowance, and no duties on import of multimedia equipment.
- MSC Malaysia Bills of Guarantee No. 10 Provide an effective one-stop agency - the Multimedia Development Corporation.
MSC Malaysia e-Xpats Centre is a centre within the Industry Development Division (IDD) of Multimedia Development Corporation Sdn Bhd (MDeC), the company entrusted by the Malaysian Government to spearhead and oversee the development and implementation of the Multimedia Super Corridor (MSC Malaysia).
The centre constantly values and supports its clients by providing efficient, effective and innovative services. This centre, located in Cyberjaya, houses the MSC Facilitation & Services Department (MFS) of MDeC together with the Employment Pass Unit of Immigration Department of Malaysia. As a one-stop-centre, MSC Malaysia e-Xpats Centre provides end-to-end, value-added services where there are provisions of door-to-door logistical arrangements in collection/delivery of passports/relevant documents, provides review/consultancy and performs submissions on behalf of MSC Malaysia Status Companies to the Immigration Department of Malaysia for issuance and endorsement of passes.
The e-Xpats Centre also manages the deliveries of Bill of Guarantees no. 4 which is the “Freedom to Source Funds Globally” and Bill of Guarantees no. 5 “Duty-free Importation of Multimedia Equipment”. Through cooperation with government agencies such as Immigration Department, Ministry of Home Affairs, Ministry of Foreign Affairs, Malaysia Embassies and Consulates overseas, Ministry of International Trade and Industry, Royal Customs Department, Malaysian Industrial Development Authority, Ministry of Finance and the Royal Malaysian Police Department, the process of delivering government’s incentives specified above to MSC Malaysia-Status companies is made less cumbersome, more secure and now can be performed expediently. These facilities will directly contribute in making MSC Malaysia a destination of choice for foreign and local ICT companies to setup their operations.
